Summary

**This Term Appointment will initially be for a two-year period, but may be extended for a total of five years. Should the need arise, this position may be made permanent without further competition.

As an employee on a Term Appointment, you will not acquire competitive status and you will not be covered by the agency's Interchange Agreement with the Office of Personnel Management, which allows for noncompetitive transfer from CNCS to other agencies in the competitive service of the federal government. This position is located in the Office of Accounting and Financial Management Services, Department of the Chief Financial Officer, in Washington, DC. The incumbent provides support in managing and maintaining audit related documentation, managing communications with auditors and the Office of the Inspector General (OIG), preparing documentation in response to auditor requests, and coordinating the work of all staff and offices involved in the audit.

Responsibilities
  • Assists with pre-audit determinations which identify deficiencies or instances of noncompliance.
  • Provides technical support in identifying information and documentation necessary to respond to audit requests. Coordinates communications between CNCS and the auditors/OIG, as well as, communications between CNCS offices.
  • Works with Accountants and other office staff members to provide responses to audit inquiries. Works with staff to implement recommendations and develop corrective action plans.
  • As directed, performs quality reviews of supporting documentation, asset records, and related inventory artifacts to provide assurance regarding adequacy, quality, and sufficiency. Reviews and make revisions to audit reports drafted by others.
  • Works with the supervisory auditors and respective audit teams to improve the overall quality and timeliness of office work product (e.g. work papers and audit reports).
  • Identifies and targets audit weaknesses, then develops a plan of action to resolve problems.
  • Recommends appropriate analytical techniques and methods for gathering and analyzing data and information.
  • Supports reviews of audit operations to determine how team efficiency and effectiveness can be improved.
  • As directed, performs in depth analysis in order to resolve complex issues related to financial audits.
  • Assists in training audit teams, highlighting particular technical areas of special interest to improve audit quality and enhance staff technical proficiencies.
  • Contributes to the formulation of actionable recommendations for process improvements and/or for deficiency resolution associated with audit readiness and sustainment.
  • Assists with detailed testing and examination of accounting transactions, internal controls, management policies and practices, to assure compliance with accounting and auditing principles, standards and regulations.
  • As directed, works with business process owners on the implementation of internal controls, including business process re-design, policies, procedures, documentation, evidence evaluation, and/or system enhancements.
  • Identifies and prepares comprehensive risk assessments.
  • Assists with the resolution of financial and programmatic issues arising from changes in legislations, regulations, Financial Accounting Standards Board or Federal Accounting Standards Advisory Board standards.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the lower range of the NY-03 pay band, which is at or equivalent to the GS-11 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes applying knowledge of accounting principal and theories in accordance with Generally Accepted Accounting Principles (GAAP); performing regular reviews of financial systems to identify risk; and participating in audits or audit planning activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.

In addition to meeting the experience qualification above, you must possess education as indicated by meeting A, B, C or D below:

A. College degree from an accredited college/university in accounting, auditing, business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting or auditing (may include up to 6 hours of business law).

B. Minimum of 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. In addition, 24 semester hours in accounting or auditing courses, which may include up to 6 hours of business law.

C. Minimum of 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. In addition, certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. (A current copy must be included with your application and it must be unexpired or you will be eliminated).

D. Completed requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement listed in response A above, however, successful work at the GS-13 level or equivalent, in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining. (A panel of at least two higher level professional accountants or auditors will review qualifications to determine if candidate demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph and, except for literal nonconformance to the requirement of 24 semester hours in accounting, my education, training, and experience fully meet the specified requirements).
