Virginia State Government Engineering Supervisor Materials QA (NOVA District) in Fairfax, Virginia
VDOT Northern VA Materials Section seeks an experienced individual to provide Quality Assurance management for plant and field operations. The individual will coordinate quality assurance activities for all materials field testing and inspection functions. Perform or oversee independent assurance and verification testing for materials used on federally funded NHS projects and ensure appropriate documentation in compliance with FHWA guidelines and regulations. Coordinate materials testing efforts with plant operations, contractor’s schedule, and project inspection personnel assigned to various functions such as asphalt concrete placement, slurry seal and surface treatment, embankment compaction, construction and density monitoring, hydraulic cement concrete production and placement monitoring, etc. Review test data and perform statistical analysis for material testing programs. Provide technical guidance regarding materials sampling and testing procedures for acceptance and quality assurance, as well as proper installation of materials. Ensure maintenance of databases and logs for materials testing and sampling efforts. Perform audits of materials acceptance documentation on site and at project completion. Oversee preparation and checking of materials notebooks. Review and analyze statistical data. Review and resolve sampling and testing issues and discrepancies. Manage nuclear program by coordinating radioactive testing equipment and radiation survey devices with project and personnel needs. Review use, transport and storage of nuclear devices for compliance with regulations of the Nuclear Radiation Commission, VA Radiation Health, U.S. DOT’s, and VDOT’s nuclear safety program. Maintain required nuclear records and nuclear gauge equipment. Investigate accidents, storage locations and incidents involving nuclear devices. Provide oversight and technical assistance to the embankment density monitoring program and oversee pavement depth analysis and project under drain inspections efforts. Assist with coordination of certification school activities. Review documentation to ensure all materials meet acceptance criteria and specifications. Provide District Materials Engineer with periodic workload and staffing updates to ensure resources are adequate to accomplish work. Plan and coordinate work for staff in a timely and efficient manner.

Experience in highway construction and maintenance methods and materials to include their properties and performance. Experience applying materials quality control and quality assurance practices. Knowledge of materials sampling and testing procedures (e.g., AASHTO and ASTM testing specifications and Virginia Test Methods). Ability to supervise a diversified staff to include performance management and discipline, work planning and prioritization. Ability to perform manual labor (securing, handling and preparing materials samples). Ability to gather and analyze data and prepare technical reports. Ability to work in the area of low-level ionizing radiation. Skill in the use of materials testing equipment and tools. Skill in the use of computers and software applications. Ability to obtain required materials certifications, to include VDOT certifications in Soils and Aggregate Compaction, Asphalt Field Level II, Asphalt Plant Level I, Aggregate Plant, Hydraulic Cement Concrete Field and Plant, and Nuclear Safety, within 12 months of employment. Experience in reviewing highway construction materials for compliance with codes/policies. Ability to read and interpret plans and specifications.
B.S. Degree in Civil Engineering, Material Engineering or related field; equivalent experience or training may substitute for degree. Experience in materials quality control and quality assurance practices. Current possession of required materials certifications, to include VDOT certifications in Soils and Aggregate Compaction, Asphalt Field Level II, Asphalt Plant Level I, Aggregate Plant, Hydraulic Cement Concrete Field and Plant, and Nuclear Safety
Possession of safety footwear in accordance with VDOT Footwear Policy required upon employment. Work in the presence of low level ionizing radiation (nuclear density gauge). Position requires unrestricted mobility, including, at times, unrestricted mobility in irregular terrain; the ability to stand for long periods of time; the ability to work in a variety of environments affected by, but not limited to, such elements as dust, vapors, heat, and moisture; and the ability to lift 50 lbs. Fingerprint based background check, references, work history, and DMV records check will be verified. All employees will be required to work during emergency situations, including scheduled and unscheduled overtime, nights, weekends and holidays. Materials certifications listed above must be obtained within 12 months of employment, if not already possessed, and must be maintained.
